Inside, the house was warm and cosy.

Heaps of peat were quietly smouldering 

in the central-heating stove down in the cellar.

＊　smoulder「くすぶる」から、

　　smouldering「（いま、もっか）くすぶっている（状態の」という動きができ、

　　その動きを、　　

　　were「（動きが ～ という状態）だった」 

　　が、

　　heaps of peat（主語）につないでいるので、

　　

　　heaps of peat ＝ smouldering

　　という関係になります。

　　一山のピート（泥炭）が、地下のセントラル・ヒーティングのストーブの中で、

　　静かにじわじわと燃えていました。
