The slogans of the 'welfare state' century will similarly be with us for a long time yet.

’福祉国家’ の世紀というスローガンは、同じように、これからも長い間、私たちと共にあるだろう。


But just as the liberals had ceased to have much political relevance by 1900 -- even though they remained highly visible, highly vocal, and highly respectable for a long time -- the political doctrines reflected by the slogans of the welfare state or the slogans of communism have ceased to have much relevance or reality, politically, socially, or even economically.

しかし、リベラル派が、1990年までに、大きな政治的妥当性を持たなくなった -- 彼らは、長きにわたって、表舞台に立っていたし、活発に発言していたし、おおいに尊敬されていたけれども -- ように 、福祉国家のスローガンやコミュニズムのスローガンによって反映される政治信条は、 政治的にも、社会的にも、あるいは経済的にさえも、 大きな妥当性や現実性を持たなくなっている。   


The slogans can still serve as brakes on action.

それらのスローガンは、それでもなお、行動に対するブレーキとして働くことはあり得る。


 They are unlikely any longer to provide guides to action or motive power.

それらは、行動や動機に対するガイドを提供することは、もはや有りそうもない。


    

     Similarly the slogans of the New Deal may provide stirring political rhetoric in American elections for years to come. 

 似た状況として、ニュー・ディールのスローガンが、これから何年にもわたって、アメリカの選挙において関心を呼び起こす政治的な誇張表現を提供するかもしれない。 


What they do not do, as several campaigns have shown by now, is to attract enough votes to get elected let alone guidance as to what to do when in power.

それらがもたらさないものは、これまでに幾つかの選挙運動が示しているように、権力の座に就いたときに何をするかについてのガイダンスはもちろんのこと、当選するするための十分な票を集めること、である。

 

They too are no more than the smiles on the face of the Cheshire Cat -- with nothing else left of the beast.

それらもまた、チェシャ・キャットの顔の意味の分からない笑い以上のものではない -- (姿を現したり消したりする)チェシャ・キャットが消えてしまって実体はなくなり、笑い以外には何も残されていない。

Political slogans outlive political reality.

政治的スローガンは、政治の現実を超えて生き長らえる。


They are the smile on politics' Cheshier Cat.

政治的スローガンは、政治のチェシャ・キャット【『不思議の国のアリス』に登場する、神出鬼没で、意味の分からない笑いを浮かべている猫】の笑みである。


The political slogans of 1850, which expressed the political beliefs of the great liberal generation of Prince Albert, Queen Victoria's consort, of John Stuart Mill, and of the 1848 revolutionaries on the European Continent, are still common coinage among today's neo-conservatives -- albeit mostly small change.    

1850年の政治的スローガンは、ヴィクトリア女王の夫君だったアルバート公の、ジョン・スチュアート・ミルの、そしてヨーロッパ大陸の1848年【ヨーロッパ各地で革命が発生し、(ナポレオン後にウィーン会議で確立されたヨーロッパの新秩序である)ウィーン体制を崩壊させた年】の革命家たちの、偉大なリベラルの世代の政治思想を表していたが、依然として、今日の種々のネオ・コンサヴァティヴ【新保守主義】の間の、共通の新造語である -- たいていは、わずかな変化はあるのだが。

Nicolas Chauvin was a legendary character in French folklore--- a man whose enthusiasm for his country was so great that his name is now attached to any attitude that involves ( per the dictionary ) "excessive or prejudicial support for one's own ideas. " 

ニコラス・ショーヴァンは、フランスの民間伝承の中の伝説の登場人物で---彼の、自分の国に対する思い入れがとても強かったので、彼の名前は、今日では、(辞書によれば)”自分自身の考えに対する、過剰な、または偏向的な支持” を含む、ありとあらゆる態度に結び付けられている。


In the sciences, the term 'chauvinism' is usually used pejoratively to describe a position that precludes inquiry beyond generally accepted ideas.

科学においては、’ショーヴィニズム’ という用語は、ふつう、一般的に受け入れられている考えを超える探究を排除する姿勢を、軽蔑的に言い表すために、用いられている。


The ancient Greeks, for example, might be described as geocentric chauvinists, since they refused to consider the possibility that the Earth was not the center of the universe.  

たとえば、古代ギリシャ人は、地球が(宇宙の)中心であるというショーヴィニストと言われるかもしれない  /  彼らが、地球は宇宙の中心ではない、という可能性を考慮することを拒否したので。

*  might = may よりも " be described(受身の動詞の原形)"  が実現する可能性が弱いことを意味する『助動詞』の『現在形』 ( might の『過去形』も、might です)

     We brought relief and support to the Nationalist infantry and as a result were popular with them.

Although in many ways this attitude was similar to that analyzed in the 'model' above, it was more extreme and doctrinaire, and the Left was swift to criticize if it felt that the government was deviating from the straight and narrow paths:  witness the Cobdenite isolationists' disapproval of 'any' form of European entanglement even if it was advocated by Grey's foreign policy when it failed to secure reconciliation with Germany;  and the disapproval of post-1919 administrations for not fully embracing the ideals of the League of Nations.   

多くの点で、この態度は、あの態度 [ 前述の ’モデル’ 【 morality, economics, global position, domestic situation 】において分析されている ] に類似していたが、その態度は、さらに極端で非現実的だった  /  そして、左派は、たちどころに、批判しようとした  /  政府が、真っ直ぐで狭い道から逸れつつある、と、左派が感じれば :  (~)を見ればよい  / コブデン【19世紀の自由貿易主義者】派孤立主義者による、 ’あらゆる’ かたちのヨーロッパとの関わりへの非難  /  たとえそれがグレイ【外務大臣  Edward Grey】の外交政策によって主張されたとしても、それがドイツとの関係修復を確実にすることができなかったときは;さらに、国際連盟の理念を全面的には受け入れていないことに対する、1919年以降の内閣への非難。

 

The realities of power, the constrains upon statesmen in office, the natural impetus towards 'continuity' in foreign policy, and the need felt even by radical-Liberal and Labour administrations to balance what was ideal with what was practicable, was rarely a problem for this group.   

権力の諸々の現実、職務を担当している政治家への制約、外交政策において’継続性’を重視する当然の傾向、そして、過激なリベラルや労働党の内閣によってさえも感じられた、理想であったことを、実際的であったことと均衡させる必要、が、このグループにとっては、ほとんど問題ではなかった。

Starships 恒星間宇宙船(6) Michio Kaku / Physics of the Impossible ( Anchor Books ) より

      Tens of billions of years from now both the sun and the Milky Way galaxy will die. 

       今から数百億年が経てば、太陽も天の川銀河も、ともに終焉を迎えるだろう。

 

As our sun eventually exhausts its hydrogen/helium fuel, it will shrink into a tiny white dwarf star and gradually cool off until it becomes a hulk of black nuclear waste drifting in the vacuum of space.

私たちの太陽が、その水素 / ヘリウムという燃料を最終的に使い切ると、太陽は、収縮して小さな白色矮星になり、次第に冷えて、ついには、宇宙空間の真空の中を漂う、巨大な黒い中心核の残存物になる。


The Milky Way galaxy will eventually collide with the neighboring Andromeda galaxy, which is much larger than our galaxy.

天の川銀河は、最終的には、隣り合うアンドロメダ銀河と衝突するだろうが、そのアンドロメダ銀河は、私たちの銀河よりも遥かに大きい。


The Milky Way's spiral arms will be torn apart, and our sun could well be flung into deep space.

The black holes at the center of the two galaxies will perform a death dance before ultimately colliding and merging.

     Given that humanity must one day flee the solar system to the nearby stars to survive, or perish, the question is:  how will we get there?

  人類は、いつの日か、太陽系を逃れて近傍の恒星へ、生き延びるために行かなければならず、そうしなければ滅亡する、ということを前提にすれば、問題は、こういうことである: 私たちは、どうやってそこへ到達するのだろうか?


The nearest star system, Alpha Centauri, is over 4 light-years away. 

もっとも近い星系、アルファ・ケンタウリは、4光年以上離れている。


Conventional chemical propulsion rockets, the workhorses of the curent space program, barely reach 40,000 miles per hour.  

従来の化学的推進ロケットは、現在の宇宙開発計画を支える存在だが、時速40,000マイルに届くのがやっとである。


At that speed it would take 70,000 years just to visit the nearest star.

そのスピードでは、最も近い恒星を訪れるだけで、70,000 年かかるだろう。

* would = will よりも実現性が弱い『推測』を表す『助動詞』の『現在形』

 ( 過去における『推測』を表す would [ will の『過去形』] とは、別です。)

    ディザスターの分類



A possible classification of disasters can be according to the type of event.

ディザスターの考えられる分類の一つは、イヴェントのタイプによるものが有り得ます。


Such classification includes the following groups.

そのような分類は、次のグループを含んでいます。


* Act of nature---e.g. hurricane, flood,...

                天災---例えば、ハリケーン、洪水、...  


* External man-made events---e.g. terrorism, evacuation, security intrusion...   

  外部の人為的なイヴェント---例えば、テロリズム、避難、セキュリティ侵入、...


* Internal unintentional events---e.g. accidental loss of files, computer failure,... 

  内部の、意図しないイヴェント---例えば、過失によるファイルの喪失、コンピュ     ーターの故障、...


* Internal Intentional events---e.g. strike, sabotage, data deletion,...

  内部の、意図的なイヴェント---例えば、ストライキ、サボタージュ【怠業】、データの削除、... 


Such classification has its merits in driving emergency plans and crisis management, where the event itself must be managed in order to protect people and assets, and to mitigate damage.  

このような分類には、メリットがあります  /  緊急時プランと危機管理、 [ それらにおいては、イヴェントそれ自体が管理されなければなりません  /  人員と資産を守るために、そして、ダメージを軽くするために ] を推進するうえで。


When it comes to Business Continuity Management, where the objective is to resume besiness operations, a different classification of disasters is more effective.

事業継続マネジメントということになると、その目的は事業の活動を再び始めることで、ディザスターの異なる分類がより効果的です。
